The plugs can be used alone if power conversion is not needed.
We purchased this used from an eBay seller and took it with us on a trip to Europe.  Unfortunately the converter didn't work ... we removed the fuse but have not replaced it.  Hopefully that's all it needs to be fully operational.  Our price reflects this.
Of course if power conversion is not needed then the adapters can be used alone.
